DFCCIL Bond Policy 2022: Check Work Agreement and Service Bond for DFCCIL Exam

DFCCIL 2021 Bond Policy: On 29th May 2019, the Dedicated Freight Corridor Corporation of India Limited (DFCCIL) updated the bond policy for all the employees directly recruited or absorbed in DFCCIL departments. The revised policy is effective from the date of notification, and the policy is applicable to both new recruiting employees as well as to existing employees. Concerning the RTI application filed on 10th June 2019 by a fellow employee, in this article, we have stated some important points regarding the bond policy for the DFCCIL organization such as conditions of the bond policy, transfer of bond, the procedure to transfer the bond, and conditions in which bond will not be transferred.

Important Pointers of DFCCIL Bond Policy
- As per the bond policy of DFCCIL, candidates who are recruited with the post of Junior Executive/ MTS or below E0 level will have to serve the bond period of 3 years or pay the amount of Rs 2 Lakhs including GST
- For above E0 level to E3 i.e., from the post of Executive to Assistant Manager, employees will have to serve the bond period of 3 years or pay the amount of Rs 4 Lakhs including GST
- For all DFCCIL employees who are inducted through an immediate absorption basis, they will have to pay the bond amount of Rs 3 Lakhs plus GST
- DFCCIL Employees who are inducted on a permanent absorption basis, are not liable to pay any bond amount
- All employees have to serve the DFCCIL for a minimum period of 3 years regardless of their mode of induction
- If any newly recruited employee leaves the company during the bond period then he/ she needs to pay the proportionate bond amount with approval from MD provided he/ she has completed a minimum of 2 years of service
- DFCCIL will follow the DOPT guidelines regarding the forwarding of applications for outside employment
Is DFCCIL Bond Transferrable?
Yes, the bond is transferable, however, it is governed by certain rules which are stated as follows:
Forwarding of Applications: Applications of DFCCIL employees for outside employment will be forwarded as per DoPT guidelines contained in their OM No. 28011/1/2013-Est. (C) dated 23rd December 2013.

Transfer of Bond: The instruction of DPE contained in their OM No. 15(2)/ 2003 DPE (GM)/ GL-57 dated 29th July 2004 and further instructions issued from time to time regarding the transfer of bond in respect of employees of PSUs who leave the services of one undertaking to join another Undertaking/ Government will be applicable.

DFCCIL Bond Policy: Procedure of Transfer of Bond
A DFCCIL employee can easily transfer his bond if he/ she is still serving his/ her bond period and has qualified for another government service (Central Government/ State Government). To transfer the bond the employee should first inform his/ her boss (of the DFCCIL organization) about the government job/ entrance exam he/ she is going to appear. Once he/ she has qualified for the exam then he/ she can write a letter to the concerned authority (the new organization in which the employee wants to join) about the conditions of the bond. The new organisation will issue a letter to the parent organization (DFCCIL) regarding the acceptance of bond and transfer in favour of their organisation. Here is the sample of the letter that a DFCCIL employee has to write for transfer of bond:
Note: In case the employee fails to serve the new organisation/ department or leaves it before the completion of the original bond period, then he/ she has to pay the proportionate bond amount which will be refunded to the first organisation (DFCCIL) with whom he/ she executed the bond.
DFCCIL Bond Policy: Conditions in Which Application Would Not be Forwarded
Here is the list of conditions in which the application of DFCCIL employee whether through direct recruitment or transfer on deputation will not be forwarded:
- If the DFCCIL employee is under suspension
- If there are any disciplinary proceedings are pending against the DFCCIL employee and a charge sheet has been issued
- If any sanction for prosecution has been accorded by the competent authority against the DFCCIL employee
- If a charge sheet is filed in a court of law against the DFCCIL employee for his/ her criminal offense
- If the DFCCIL employee is undergoing a penalty
