NITI Aayog along Institute for Competitiveness has released second edition of India Innovation Index 2020 examining innovation capabilities and performance of states and UT. Read the full article to know everything about the India Innovation Index 2.0.

NITI Aayog, along with Institute for Competitiveness has virtually released second edition of India Innovation Index which can also be called as India Innovation Index 2.0. India Innovation Index 2020 examines the existing innovation landscape in India.

India Innovation Index 2.0

India Innovation Index 2020 framework consists of 36 indicators, that includes hard data (32 indicators) and composite indicators (4 indicators).

Indian states have been categorized under three segments in India Innovation Index 2020:

  • North East and Hill States,
  • Union Territory and City States
  • Major States with average innovation score is 25.35.

Category wise ranking

Major States: Karnataka tops this category with 42.5 score out of 100, which is attributable to its strong number of venture capital deals, registered GIs, FDI inflow and ICT exports, while Bihar lies at the bottom of the ladder with 14.5 score.

About India Innovation Index

India Innovation Index was first introduced in 2019.

Objective: To scrutinize the innovation capacities and performance of Indian states and promoting ‘competitive federalism’ among all states and union territories.

What it do? The index provides an extensive framework for constant evaluation of innovation ecosystem across 28 Indian states and 9 union territories.

Dimensions for framing the Index: Five inputs and two output pillars are created for measuring the scale of innovation in India. India Innovation Index measures innovation inputs through ‘Enablers’ parameters and innovation output as ‘Performance’ parameters

  • Dimensions covered in enablers parameters:
    • Human Capital
    • Investment
    • Knowledge Workers
    • Business Environment
    • Safety and Legal Environment
  • Dimensions covered in performance parameters:
    • Knowledge Output
    • Knowledge Diffusion

Calculation of score: Four measures are calculated before giving score and ranking: 

  • Enablers Score: Five input pillars capture elements of the economy that enable innovative activities.
  • Performance Score: Innovation outputs are the results of innovative activities within the economy. Although this dimension includes only two pillars, it has the same weight in calculating the overall Innovation scores as the Enablers dimension.
  • Overall Innovation Score: The overall Innovation score is the simple average of the two dimensions
  • Innovation Efficiency Ratio: This is the ratio of the two scores. It indicates the state’s ability to efficiently leverage its investments and infrastructure to produce successful innovation output.

Global Innovation Index 2020: India is ranked 48th in the global Innovation Index, released by Cornell University, INSEAD and the UN World Intellectual Property Organization (WIPO).
