Finance Minister Nirmala Sitharaman announces the 5th and final part of special economic relief package addressed by Prime Minister Narendra Modi in his speech amid COVID-19 lockdown. The special economic package is a comprehensive measure of Rs 20 lakh crore (10% of India’s GDP) for Atmanirbhar Bharat Abhiyan or Self-Reliant India Movement.

FM in her final address of special economic relief package focuses of seven measures for providing employment, ease of doing business, support to businesses, state government, Education and Health.

Here are the measures announced in the 5th and final tranche of Atmanirbhar Bharat Abhiyan

Economic Relief Package 'Aatmanirbhar Bharat Abhiyan': Part 5



  • The government will allocate Rs 40,000 for MGNREGS (Mahatma Gandhi Employment Guarantee Scheme) boosting employment of nearly 300 crore person-days.
  • The move will address the need for work by migrant workers.
  • Durable and livelihood asset such as water conservation will be created enhancing production to boost the rural economy.

Health Sector

2. Health Reforms & Initiatives

  • Investment: There will be increase in public health expenditure as well as Investments in grass root health institutions by ramping up Health and Wellness Centres in rural and urban areas
  • Making India ready for any future pandemics: There will be Infectious Diseases Hospital Blocks and Integrated Public Health Labs in almost all districts of the nation for strengthening of lab network and surveillance to manage pandemics in near future.
  • Research: National Institutional Platform for One health will be launched by ICMR for encouraging research.
  • National Digital Health Blueprint will be implemented.


3. Technology Driven Education

  • eVidya: Programme for multi-mode access to digital/online education, PM eVIDYA, will be launched soon that will consist of DIKSHA (one nation, one digital platform) for school education for e content and Textbooks; dedicated TV channel for students.
  • Along with this, e-Vidya will extensively use Radio, Community radio and Podcasts and will provide e-content for visually and hearing impaired.
  • By 30th May 2020, top 100 universities will be permitted to automatically start online courses.
  • Manodarpan: Manodarpan initiative will be launched for psycho-social support of students, teachers and families for mental health and emotional wellbeing to be launched immediately.
  • New National Curriculum and Pedagogical framework for school, early childhood and teachers will be launched integrating global and 21st century skill requirements.
  • National Foundational Literacy and Numeracy Mission will be launched for ensuring proper learning levels and outcomes in grade 5 by 2025.

Ease of Doing Business

4. Ease of Doing Business through IBC measures:

  • Minimum threshold for insolvency proceedings has been raised to Rs. 1 crore from Rs. 1 lakh, which largely insulates MSMEs.
  • Special insolvency resolution framework under Section 240A of the Code to be notified soon for MSMEs.
  • 1 Year Suspension of fresh initiation of insolvency proceedings depending upon the pandemic situation.
  • COVID 19 related debt will be excluded from the definition of “default” under the Code for the purpose of triggering insolvency proceedings empowering Central Government

 5Corporates Ease of Doing Business

  • India has improved in the rank of ‘starting a business’ and ‘insolvency resolution’.
  • Other key reforms introduced are Indian public companies Direct listing of securities in permissible foreign jurisdictions; Private companies which list NCDs on stock exchanges not to be regarded as listed companies.
  • Provision of Part IXA (Producer Companies) of Companies Act, 1956 will be incorporated in Companies Act, 2013.
  • Additional/ specialized benches for NCLAT will be created.
  • Defaults for Small Companies, Oneperson Companies, Producer Companies & Start Ups will have lower penalties.

Support to businesses

6. Decriminalisation of Companies Act defaults

  • Decriminalisation of Companies Act violations will be done involving minor technical and procedural defaults such as shortcomings in CSR reporting, inadequacies in Board report, filing defaults, delay in holding of AGM.
  • The Amendments will de-clog the criminal courts and NCLT with 7 compoundable offences altogether dropped and 5 to be dealt with under alternative framework.

Public Sector Enterprise Policy

7. New coherent policy for PSEP

  • Government will announce a new policy listing strategic sectors that require presence of PSEs pin public interest.
  • At least one enterprise will remain in the public sector but private sector will also be allowed in strategic sectors.
  • For other sectiors, they will be privatized.
  • Number of enterprises in strategic sectors will ordinarily be only one to four; others will be privatized/ merged/ brought under holding companies to minimize wasteful administrative costs

State Government

8. Support to State Governments

  • Central government has decided to increase borrowing limits of States from 3% to 5% for 2020-21 providing extra resources of Rs. 4.28 lakh crore.
  • This extra borrowing will be linked to specific reforms including recommendations of the Finance Commission.
  • The Reform linkage will be available in four areas: universalisation of ‘One Nation One Ration card’, Ease of Doing Business, Power distribution and Urban Local Body revenues.
  • The reform will come with a specific scheme notified by Department of Expenditure with unconditional increase of 0.50% with 1% in 4 tranches of 0.25% with measurable and feasible reform actions.
