HRD Ministry launches Faculty development programmes – LEAP & ARPIT

With an aim to improve the performance of higher education, the Union Human Resource Development Ministry (HRD) launched two unique initiative – LEAP & ARPIT.

The initiative was launched by Satya Pal Singh, Minister of State for Human Resource Development on 13th November 2018 in New Delhi.

  • LEAP stands for – Leadership for Academicians Programme and
  • ARPIT stands for – Annual Refresher Programme in Teaching.

These programmes are aimed to enhance the quality of teaching and bring in a notable mentoring in all the higher education institutes.

About LEAP Programme

1. Three-week training programme 

  • LEAP is a three-week flagship leadership development training programme (two-weeks domestic and one-week foreign training for second level academic functionaries in publicly funded higher education institutions.

2. Coordinating Institute

  • LEAP programme will be coordinated by IIT Kharagpur to train academics with leadership potential and help them improve their administrative skills.

3. Implemented by 15 NIRF top institute –

  • The programme will be implemented through 15 NIRF top-ranked Indian Institutions namely, IIT Roorkee; IIT Kanpur; NIT Trichy; IISER Kolkata; JNU; IIT (BHU); Delhi University; IIT Bombay; TISS Mumbai; University of Hyderabad; NIEPA, IIT Kharagpur; Jamia Milia Islamia; BHU; and AMU.

4. Foreign Universities

  • The foreign Universities identified for the training are also within the top 100 in the world global rankings.
  • The foreign collaborating institutions are University of Michigan; NTU Singapore; Harvard University; Purdue University, USA; University of Chicago; University of Pennsylvania / Stanford; Monash University; London School of Economics/ Oxford University; the University of Cambridge and the University of Virginia, USA.

5. Age of eligible professors

  • Under the Leadership for Academicians Programme (LEAP), eligible professors below 55 years of age will be provided training for three weeks.

6. The objective of LEAP programme 

  • The objective is to prepare the second tier academic heads who are potentially likely to assume leadership roles in the future.

About ARPIT Programme

1. Three-month online certificate course

  • It is a major and unique initiative of online professional development of 15 lakh higher education faculty.
  • It will offer three months online certificate course through the government Massive Open Online Courses (MOOCs) portal- Swayam.

2. National Resource Centres (NRC)

  • The government has identified 75 discipline-specific institutes, which it has named National Resource Centres (NRCs), to prepare training material.
  • These NRCs are located in institutions like IITs, IISC, NITs and state and central universities. The government said it is expecting to give refresher training to at least 13 lakh of the 15 lakh teachers enrolled as such in higher education.

3. 13 lakh teachers to get trained in the first phase

  • In the first phase, National Resource Centres are expected to reach out to 13 lakh teachers across government, state, and private universities.

4. Video content offered

  • ARPIT is a 40-hour module with 20 hours of video content offered in a highly flexible format and can be done at one’s own pace and time.
  • There are built-in assessment exercises and activities as part of the academic progression in the course.
  • At the end of the course, they will be a terminal assessment which can be either online or a written examination.

5. Certificate of training

  • All teachers who successfully complete the refresher training will be certified.

The courses will be open from November 1, 2018, to February 28, 2019. ARPIT will be an ongoing exercise so that every year NRCs will continuously develop new refresher module in their earmarked discipline each year.
