The slogan ‘Garibi Hatao’ was introduced in the fifth plan. The theme and catchphrase of Indira Gandhi’s 1971 election campaign were Garibi Hatao. In his fifth plan, D.D. Dhar outlined how to accomplish the “elimination of poverty” (Garibi Hatao) and “attainment of self-reliance” through the encouragement of rapid economic growth, improved income distribution, and a considerable increase in domestic savings rates.

The strategy also placed a strong emphasis on defense and agricultural production independence. The concept was rejected in 1978 by the newly elected Morarji Desai administration. For the years 1974 to 1979, the Fifth Five-Year Plan was drafted. The goals were to increase employment levels, lessen poverty, and achieve self-sufficiency.
First five-year Plan 1951-56
