What is the Quorum of the Lok Sabha and the Rajya Sabha?
A quorum is the minimum number of members required for a deliberative assembly (a body that utilizes parliamentary procedure, such as a legislature) to conduct its business.
- When a quorum is not present, the assembly has only limited procedural powers.
- These limited actions are to set the time for adjournment, adjourn, recess, or take measures to acquire a quorum, such as a motion to contact absent members during a recess.
- A 10% of the total number of members of the Lok Sabha and Rajya Sabha must agree to call a sitting of the House.
- If a quorum is not present, the Speaker must adjourn the House or put the meeting on hold until a quorum is present.
- The Constitution set a quorum of one-tenth of the total number of Lok Sabha and Rajya Sabha members. The term of a member is six years long.
- Casual vacancies, wherever they occur, are only filled through elections for the remainder of the term.
