Which Bill Cannot be Introduced in Rajya Sabha?

The bills that cannot be introduced in Rajya Sabha are money bills. Lok Sabha has the right to initiate and pass money bills to the Rajya Sabha. The Rajya Sabha cannot perform the amendment of money bills, but they can recommend modifications.

To make sure that Rajya Sabha doesn't alter the bill by adding some non-money subjects, the Lok Sabha Speaker permits the bill as a money bill before transferring it to the upper house, and the judgment of the Speaker is binding on both the Houses.

Money Bill Introduction in Lok Sabha

Any bill can be introduced in the Lok Sabha or the Rajya Sabha. But, a money bill cannot be presented in Rajya Sabha and must go back to the Lok Sabha within 14 days.

  • The bill is required to have passed both the Parliament houses in the form the Lok Sabha initially passed.
  • A bill becomes a money bill if it contains tax provisions, borrowing of funds by the government, etc.
