Which Bill Cannot be Introduced in Rajya Sabha?

The bills that cannot be introduced in Rajya Sabha are money bills. Money bills may be proposed by the Lok Sabha and passed on to the Rajya Sabha. Money bills cannot be amended by the Rajya Sabha, but changes may be suggested. When a Money Bill is returned to the Lok Sabha with the Rajya Sabha’s recommended amendments, the Lok Sabha has the option of accepting or rejecting any or all of the recommendations.

Bill that Cannot be Introduced in Rajya Sabha

To make sure that Rajya Sabha doesn’t alter the bill by adding some non-money subjects, the Lok Sabha Speaker permits the bill as a money bill before transferring it to the upper house, and the judgment of the Speaker is binding on both Houses.

The definition of a Money Bill is found in Article 110 of the Indian Constitution. A financial bill does not qualify as a Money Bill unless it meets the requirements of Article 110. The Speaker of the Lok Sabha certifies whether or not a financial bill is a Money Bill. Policy cut motion – opposition to the given policy.

Any bill can be introduced in the Lok Sabha or the Rajya Sabha. But, a money bill cannot be presented in Rajya Sabha and must go back to the Lok Sabha within 14 days.

  • The bill is required to have passed both the Parliament houses in the form the Lok Sabha initially passed.
  • A bill becomes a money bill if it contains tax provisions, borrowing of funds by the government, etc.
