The Main Objectives of the PESA Act are to prevent the Gram Sabha’s higher-level panchayats from assuming control over their lower-level counterparts’ roles and responsibilities, to give self-rule to the majority of the tribe’s members, etc. The complete form of PESA is Panchayats Extension to the Scheduled Areas. Andhra Pradesh, Gujarat, Himachal Pradesh, Maharashtra, Rajasthan, and Telangana are the six States that have created State-specific PESA Rules for the implementation of the PESA Act.

Objectives of the PESA Act

The Panchayats Extension to the Scheduled Areas or PESA Act came into existence with the view of protecting the tribal people from getting exploited. To apply, with certain adjustments, the panchayat-related provisions of Part IX of the Constitution to the scheduled territories. Other objectives behind the formation of the PESA Act are as follows:

  • To give self-rule to the prevalence of the tribe’s members.
  • Implement participatory democracy in village governance, with Gram Sabha as the focal point of all activities.
  • To create a proper administrative structure that complies with accepted practices.
  • To uphold and safeguard the traditions and customs of the ethnic groups.
  • To grant panchayats the precise authority necessary to meet tribal needs at the right level.
  • To stop panchayats at the higher level of the Gram Sabha from taking over the functions and authority of panchayats at the lower level.
