The total number of Gram Panchayat members ranges from 7 to 31. The groups are sometimes more prominent and can exceed the upper limit, but the number never falls below 7. Panchayati Raj is a government system in which the Gram Panchayat is the primary branch of administration.

Gram Panchayats are classified into three types. The district level is represented by Zilla Panchayat, the intermediate level by Panchayat Samiti, and the town or village level by Gram Panchayat. The total number of members can range from 7 to 31. This range is based on data provided by India’s Ministry of Minority Affairs.
The upper limit is not fixed and can exceed in some cases. The minimum number of members in Gram Panchayat is at least seven. One-third of the seats of the Panchayat are reserved for women. The Sarpanch and Vice-Sarpanch are honorary members.
The ward members choose the President or head of the Gram Panchayat as per the state act. The Sarpanch, or the head of the Gram Panchayat, is elected for five years. The elected body and government manage Gram Panchayat.
