Turkmenistan is not a member of SCO because, in 1995, Turkmenistan formally proclaimed its “Permanent Neutrality” to the UN, which acknowledged it and passed a special resolution in response. It won’t join multilateral defense organizations, including the Shanghai Cooperation Organization.

Reasons for Turkmenistan not Being a Member of SCO

The Shanghai Cooperation Organization (SCO), an international organization, was founded in Shanghai on June 15, 2001. The SCO now has eight member countries (China, Kazakhstan, India, Russia, Kyrgyzstan, Tajikistan, Pakistan, and Uzbekistan), including four observer countries (Afghanistan, Iran, Belarus, and Mongolia) which are interested in joining the organization permanently.

  • It has six “dialogue partners” (Armenia, Cambodia, Azerbaijan, Sri Lanka, Nepal, and Turkey).
  • The decision was made to start the process of Iran becoming a full member of the SCO in 2021, and Egypt, Qatar, and Saudi Arabia were invited to take part in the negotiations.
  • The UNRCCA and Department for Political and Peacebuilding Affairs (DPPA) keep in regular contact with SCO representatives (United Nations Center for Preventive Diplomacy for Central Asia).
  • Regional security trends, as well as crucial challenges of preventing terrorism and violent extremism, are heavily emphasised in partnership efforts.
  • The SCO has mostly concentrated on regional security issues and its struggle against regional terrorism, ethnic separatism, and religious extremism since its formation in 2001. Another one of the SCO’s major priorities is regional development.
