The state which presented the first paperless budget is Uttar Pradesh. The budget was presented in the Legislative Assembly on 22 February 2021 at 11 am by UP Finance Minister Suresh Khanna. The 2021-2022 state budget was also available on a google play store that could be downloaded with the name ‘Uttar Pradesh Sarkar Ka Budget’.

In 2021, Uttar Pradesh became the first Indian state to present a paperless budget. It was the first time since India’s independence that the Union budget 2021 was delivered in a paperless format. Ipads were provided to all the State Legislature members to view the highlights of the budget. It was overall the fifth budget of the Yogi Adityanath-led government in the state.
The state budget was also made available online just after Finance Minister tabled it in the house. All the members of the state legislature were provided iPads to discuss the state budget, which was also displayed on two big screens put up in the house.
