NREGA was introduced to remove poverty which is a major objective of the Indian developmental strategy. The full form of NREGA is National Rural Employment Guarantee Act. The goals of NREGA 2005 are to implement the right-to-work statute in 200 districts across the country in the first phase of implementation.

The Mahatma Gandhi National Rural Employment Guarantee Act or MGNREGA was enacted in 2005, replacing the National Rural Employment Guarantee Act, or NREGA. It is an Indian labour legislation and social security provision aimed at ensuring the ‘right to work.’ This legislation was passed on August 23, 2005, during Prime Minister Manmohan Singh’s UPA government, following the tabling of the bill in parliament by Minister for Rural Development Raghuvansh Prasad Singh.
The anti-poverty measures are based on two factors namely promotion of economic growth and targeted anti-poverty programmes. The anti-poverty measures in India other than NREGA are:
- Prime Minister Rozgar Yozana (PMRY)
- Rural Employment Generation Programme (REGP)
- Swarnajayanti Gram Swarozgar Yojana (SGSY)
- Pradhan Mantri Gramodaya Yozana (PMGY)
- Antyodaya Anna Yozana (AAY)
Objectives of Implementing NREGA 2005
NREGA aims to provide 100 days of wage employment to every household. The objectives of implementing the NREGA 2005 are as follows:
- NREGA focuses on sustainable development to address the cause of drought, deforestation, and soil erosion.
- One-third jobs out of the total proposed jobs are reserved for women.
- It provides employment for 220 crore person days of employment to 4.78 crore households.
- The average wage was 132 in 2013–14 and 65 in 2006–07.
- The share of Women, SC, and ST person days in the scheme are 53%, 23%, and 17% respectively.
