The Maharashtra Lokayukta and Upa-Lokayuktas Act, passed in 1971, made Maharashtra the first state to implement the Lokayukta system. Laxmi Mall Singhvi, a member of parliament, coined the term Lokpal for the first time in 1963 during a discussion on grievance redressal procedures. The Lokayukta is the Indian Parliament’s Ombudsman, appointed by and acting on behalf of each State Government in India.
