Charles Cornwallis is called the Father of Indian Civil Service for his extraordinary efforts (Option A). He was designated to serve both as Commander-in-Chief of British India and the Governor of the Fort William Presidency in 1786. Lord Cornwallis or Charles Cornwallis (Father of Indian Civil Service) was a British Army general. He was officially titled Viscount Brome between 1753 and 1762 and was known as Earl Cornwallis between 1762 and 1792.

Father of Indian Civil Service

Charles Cornwallis, or Father of Indian Civil Service, improved and contemporized the Civil Services’ inner workings, though Warren Hastings was notable for spreading the earlier foundations of Civil Services in India.

The current civil services of India are predominantly based on the imprint of the former Indian Civil Service of British India. There were two kinds of civil service in India:

  • Covenanted Civil Services (Higher Civil Services);
  • Uncovenanted Civil Services (Lower Civil Services).

History of Civil Services in India

The Civil Service Covenant was constituted of only English personnel controlling higher government positions.

  • Partition of tax management from the Indian Judiciary administration was the underlying vision.
  • The uncovenanted civil service was executed only to facilitate the entry of Indians.
  • The current civil services of India are predominantly based on the imprint of the former Indian Civil Service of British India.
  • After the enactment of the Government of India Act 1919, the Imperial services were divided into two – the Central Services and the All India Services.
  • The father of modern Indian civil services was Sardar Vallabhbhai Patel, who believed that civil services must intensify unity amongst Indian citizens.
