International Civil Aviation Day history

  • International Civil Aviation Day was first observed in the year 1994. International Civil Aviation Day was established in the year 1994 as part of ICAO’s 50th-anniversary activities. The United Nations General Assembly officially recognised December 7 as International Civil Aviation Day in the UN system in 1996. The day is commemorated to help generate and reinforce worldwide awareness of the importance of international civil aviation to the social and economic development of States.

International Civil Aviation Day 2020 theme

  • According to, after every five years, the International Civil Aviation Organization, ICAO council establishes a special anniversary theme for the International Civil Aviation Day. This coincides with the ICAO anniversaries. Between these years of anniversary Council representatives select a single theme for the full four-year intervening period.
  • International Civil Aviation Day 2020 theme is, “Advancing Innovation for Global Aviation Development”. This theme will be valid till the year 2023.

  • The day helps in helping the states to cooperate and realise a truly global rapid transit network at the service of all mankind. The day is observed globally but it is not a public holiday. All About International Civil Aviation Day 2020​​

  • ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944).
  •  Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects.
  •  Industry and civil society groups, and other concerned regional and international organizations, also participate in the exploration and development of new standards at ICAO in their capacity as ‘Invited Organizations’.
  •  As new priorities are identified by these stakeholders, the ICAO secretariat convenes panels, task forces, conferences and seminars to explore their technical, political, socio-economic and other aspects. It then provides governments with the best results and advice possible as they collectively and diplomatically establish new international standards and recommended practices for civil aviation internationally.
  •  Once governments achieve diplomatic consensus around a new standard’s scope and details, it is then adopted by those same 193 countries in order to bring worldwide alignment to their national regulations, helping to realize safe, secure and sustainable air operations on a truly global basis.
  •  In addition to these core diplomatic and research capabilities, ICAO also serves as a critical coordination platform in civil aviation through its seven Regional Offices.
  •  It also conducts educational outreach, develops coalitions, and conducts auditing, training, and capacity building activities worldwide per the needs and priorities governments identify and formalize.

All About International Civil Aviation Day 2020

What is UDAN Scheme?

  • The full form of UDAN is 'Ude Desh ka Aam Nagarik'. Its main objective is to make air travel affordable and widespread. The scheme is a part of the National Civil Aviation Policy (NCAP). It is funded jointly by the Government of India and the state governments.
  • The UDAN Scheme is a key component of the Prime Narendra Modi's National Civil Aviation Policy (NCAP) which was released by the Ministry of Civil Aviation (India) on 15 June 2016. The scheme will be jointly funded by the central government and state governments, several states have come on board by signing the "Memorandum of Understanding" with the union government for this scheme.
  • UDAN RCS will connect an unspecified number of new regional routes, by operationalising 100 regional airports by the end of 2018-2019 financial year, with a target of 13 lakh (1.3 million) annual passenger seats, requiring annual INR 200 crore Viability Gap Funding (VGF). The frequency of flights must be minimum 3 and maximum 7 per week from the same airport.

Salient features of the UDAN Scheme:

  • Start date: 27 April 2017
  • The duration of the scheme is 10 years.
  • In the UDAN scheme, airlines participating are selected via a competitive bidding process.
  • The Central government will provide: for participating airlines a subsidy to cover Viability Gap Funding (VGF), concessional GST is provided on booking tickets using the scheme, and under the policy code sharing for flights.
  • Certain measures are extended by the state government: for 10 years, reduction in GST to 1%, to facilitate refuelling facilities, coordination with oil companies, to provide land for airport and ancillary development, trained security personnel, and utilities at subsidy rate. Also, 20% of VGF.
  • Concessions provided by the Airport operators like AAI are:
  • At participating airports, there will be no parking, landing, and storage charges.
  • Terminal Navigation Landing Charges (TNLC) are also Nil.
  • It allows the ground handling by the airline selected through the bidding process.
  • On UDAN-RCS flights by AAI, Route Navigation and Facilitation Charges (RNFC) will be applied but on a discounted rate of 42.40% of Normal Rates.

What is the Viability Gap Funding (VGF)?

  • It means the financial support provided to the Selected Airline Operator for the operation of RCS Flight(s) from the Regional Connectivity Fund pursuant to this Scheme.
