What is Horizontal Distribution of Power?

Horizontal distribution of power is the distribution of power among the various bodies (organs) of government i.e. executive, legislative, and judiciary. It allows the three organs of the government to exercise different powers at the same level which prevents any organ from exercising unlimited power. This horizontal separation of power between different bodies is necessary to achieve a significant system of checks and balances.

India uses the horizontal distribution of power. Separation of power ensures that no organization can exercise unlimited power. This results in a balance of power between different institutions.

There must be power-sharing between each and every state. Here are the advantages of the horizontal distribution of power:

  • Political stability: The political order is stable because of the horizontal distribution of power.
  • Equal distribution of power: Powers are given to each organ to work together and mutually come to a final decision.
  • No conflicts: Horizontal distribution of power neutralizes conflicts between different social groups.
  • Prevents unilateral decisions: Since each organ of the government has different powers, it prevents the organs from taking unilateral decisions.
  • Better outcomes: In the horizontal distribution of power, each organ must formulate public policies. Thus, the recommendations of the three bodies yield better results.
