On 22nd January 2022, the Union Minister of Home and Cooperation Shri Amit Shah virtually released the first-ever District Good Governance Index (DGGI). In this revolutionary move, DGGI for the 20 districts of the Union Territory of Jammu and Kashmir was released for the first time.

District Good Governance Index - Top Districts

The five districts that topped the District Good Governance Index are:

  1. Jammu
  2. Doda
  3. Samba
  4. Pulwama
  5. Srinagar

The District Good Governance Index was prepared by the Department of Administrative Reforms and Public Grievances (DARPG) in collaboration with the government of Jammu and Kashmir.

District Good Governance Index Framework

Under the District Good Governance Index framework, the performance of the districts is evaluated based on ten governance sectors with 58 indicators and 116 data points. In 2021, Jammu and Kashmir registered an increase of 3.7 per cent in Good Governance Indicators over the 2019 to 2021 period. The sectors that showed maximum growth are:

  3. Public Infrastructure and Utilities
  4. Judiciary and Public Safety

District Good Governance Index - Key Highlights

Some District Good Governance Index key highlights of the index are enlisted below:

  • Agriculture and Allied

District Good Governance Index identified that universal coverage had been achieved concerning the Kisan Credit Card scheme, Soil Health Card Scheme, and Animal Vaccination. Besides, the index showed growth in food grain production, horticulture, meat and milk production, and poultry production.

  • Commerce and Industry

The District Good Governance Index reported a record-breaking increase of 109% in credit to handicrafts for 2019-2021. Moreover, improvements in GST registration, MSME units registration, and Credit for Self-Employment have been reported.

  • Human Resources Development

In this sector, government schools have been improved by providing clean drinking water, separate toilets, electricity, access to computers, and mid-day meal. Also, ten districts registered 100% skill training for students.

  • Public Health

As per the District Good Governance Index, the districts in Jammu and Kashmir have achieved full immunization. Besides, the number of public health centres / sub-centres has increased. Likewise, the proportion of Anganwadis with their building has increased.

  • Public Infrastructure and Utilities

The District Good Governance Index reports show that 50% of sanctioned houses are grounded in 12 districts. Besides, the districts of Ganderbal and Srinagar have achieved 100% access to safe drinking water.

  • Social and Welfare Development

The District Good Governance Index reports reveal that 80% of Adhaar seeding of ration cards has been achieved.

  • Financial Inclusion

Universal coverage under Jan Dhan Yojna has been achieved. Besides, self-employment schemes have also registered double-digit growth.

  • Judicial and Public Safety

An increase in the disposal of court cases has been reported.

  • Citizen-Centric Governance

The District Good Governance Index reported the development of an e-office facility, a 100% increase in grievance redressal, and growth in online provision of government services.
