Recently, the Indian government has approved a scheme named New India Literacy Programme [NILP] for the fiscal years 2022 to 2027. This program has been introduced by the Ministry of Education to cover different aspects of adult education in the country.

It would be designed to align with the 2020 National Education Policy. The scheme would be implemented at a cost of about Rs. 1038 crore, to which the central government will provide Rs. 700 crore and the remaining will be funded by the states.

Objectives of The New India Literacy Programme [NILP]

The objective of the New India Literacy Programme [NILP] is to impart basic literacy to the youth and cover other important components for citizens of the 21st century. It will cover non-literates in the age group of 15 years and above across all the states and union territories of India.

The need for this program arose from the number of non-literates in the country above 15 years, according to the 2011 census, which was 25.76 crore.

The New India Literacy Programme [NILP] is initiated as an attempt to help youngsters and working adults learn to write and read. The scheme will be put into practice through volunteerism in the form of online teaching.

Workshops, training, and orientation will be arranged for volunteers and all the information and materials will be sent in digital formats. It will be implemented by the Ministry of Education through schools. The ministry uses the term Education for all in this scheme instead of Adult Education to represent all non-literates aged 15 years and above.

Initiatives Under The New India Literacy Programme [NILP]

Apart from teaching basic reading, writing, and numeracy, the program aims to develop other life skills like financial literacy, health care, digital literacy, vocational skills, child care, and family welfare, among others. The development of vocational skills will make obtaining employment easier.

The program will even include courses in arts, technology, science, sports, recreation, and culture as well as other areas to promote continual learning.

The New India Literacy Programme [NILP] will make efforts towards achieving the literacy target for the next five years, which is five crore learners through OTLAS (Online Teaching, Learning, and Assessment System) in collaboration with NIOS, NCERT, and National Informatics Centre.
