One Nation One Ration Card Scheme
The Supreme Court recently directed the states and UT’s on using the One Nation One Ration Card (ONORC) scheme. It aims to enhance the portability and flexibility of ration card usage and is beneficial for the migrant workers who move from one place to another in search of work. Under the One Nation One Ration Card (ONORC) scheme, migrant workers can obtain ration from a ration shop anywhere in the country. The scheme is implemented under the National Food Security Act (NFSA), 2013.
Earlier, ration cards could only be used at specifically assigned ration shops. These shops were located near the residence of the ration cardholder. This means that the NFSA beneficiaries could not access their PDS (Public Distribution System) benefits out of their jurisdiction. However, with the One Nation One Ration Card (ONORC) scheme, ration cardholders can claim their ration supplies from any ration shop in the country.
The implementation of the One Nation One Ration Card (ONORC) scheme is driven by an IT system that adds Aadhaar card numbers at several interactions, including the ration cards of the beneficiaries, point of sale devices, and biometrically authenticated transactions of state or UTs. The system uses two portals: The Annavitran portal and the Integrated Management of the Public Distribution System. This process enables the identification of the beneficiary with all the details required for claiming food grains and basic supplies from any ration shop in the country.
