The Union Ministry of Communications in India has launched the SPARSH (Scholarship for Promotion of Aptitude and Research in Stamps as a Hobby) scheme. Deen Dayal SPARSH Yojana aims to provide yearly scholarships to students studying in Standard VI to IX with excellent academic records and who have opted for Philately (Ticket Collecting) as a hobby via a competitive selection procedure in all postal (Post Office) circles.

The Deen Dayal SPARSH Yojana is a pan India scholarship program awarding scholarships to students studying in Class VI to IX annually. Over 920 scholarships have already been conferred to students by the Government of India. To avail of the SPARSH scholarship, students must fulfil the selection criteria mentioned below:
- To qualify for this scholarship, students must remain enrolled in a recognized educational institute within India. Also, the school should maintain a Philately Club, and the student must be a member of the Philately Club.
- If the school in which the student is studying does not have a Philately Club, a student maintaining a personal Philately Deposit Account can avail of the scholarship.
- Every prospective educational institution that wants their students to get this scholarship would get a Philately mentor whom they can choose from a panel of well-known Philatelists.
- This chosen mentor will help schools develop their Philately Club and guide aspiring students on how to pursue this hobby. These mentors also help students with their Philately projects and more.
- Final scholarship selections under the Deen Dayal SPARSH Yojana will be based on the project evaluation report submitted by the mentor and the Philately quiz conducted by the postal circles.
