European Capitals of Culture - Overview

The European initiative Capitals of Culture (ECOC) aims to:

  • Emphasise Europe's cultural diversity and richness.
  • Celebrate the similarities that Europeans have in terms of culture.
  • Increase residents' sense of belonging to a shared cultural space in Europe.
  • Encourage the contribution of culture to urban development.

Furthermore, experience has proven that the event is a fantastic opportunity for:

  • Cities that are regenerating
  • Raising cities' international prominence; enhancing cities' image in the eyes of their citizens.
  • Giving a city's culture a new lease on life
  • Increasing tourism
  • Since its inception in 1985, the project has been granted to more than 60 communities throughout the European Union (EU) and beyond.

Designation and Selection of EOC

The selected host States issued a call for applications six years before the title year. The activity was carried out via the Ministry for Culture. Cities that wanted to be a part of it had to submit a proposal to be considered.

A panel of independent specialists in culture or culture-based city development reviews the submitted applications based on specific standards that they had established as a criterion for optimum performance. The group agrees on a shortlist of cities, and the cities are then asked to make a detailed submission of their candidature.

The panel then evaluates all the applications from the shortlisted cities and then decides to nominate one city for every nominated country. Then a member of the council decides which city will act as the European Capital of Culture. All rules laid down by the EOC must be adhered to by the chosen cities.

Europe is a mixture of cultures and diversity. It would be best if you memorised the names of all the capital cities of Europe as they might be asked in any examination.
