Bangladesh Bhutan India Nepal (BBIN) - Motor Vehicle Agreement (MVA) Initiative

Bangladesh Bhutan India Nepal [BBIN] Initiative Motor Vehicle Agreement (MVA) is a landmark agreement signed by the member countries. The transport ministers of all four countries met in Thimpu, Bhutan, to sign the agreement on 15th June 2015.

The agreement states that all eligible citizens of the member countries will be allowed to enter the territory of other countries with vehicles registered in their native countries. However, the entry of one country’s citizens into another country will be governed by the regulations of the concerned country.

The BBIN Initiative MVA also allows the authorities of a member country to decide the customs and tariffs duly ratified at bilateral or trilateral forums.

The primary objective of the Bangladesh Bhutan India Nepal [BBIN] Initiative Motor Vehicle Agreement (MVA) is to foster people-to-people contact by enabling the movement of goods and people. This will increase economic interactions between the respective countries.

The (BBIN) MVA agreement aims to facilitate unhindered movement of people and cargo among Bhutan, Bangladesh, India, and Nepal. Until BBIN MVA was signed, cargo vehicles had to unload goods at a country’s border and load on the other side.

Hence, this policy agreement will encourage environmentally safe and economically efficient road transport and create an institutional mechanism for regional cooperation among the member countries.

The BBIN MVA Initiative has received advisory, technical, and financial support from the Asian Development Bank (ADB). The support is part of the ADB’s commitment to the South Asia Subregional Economic Cooperation (SASEC) program. The SASEC program aims to enhance projects-based regional cooperation among the BBIN member countries, Sri Lanka, Maldives, and Myanmar.
