The future of citizen’s data in this country remains uncertain in the absence of a legislation protecting it. While it seems quite clear that the introduction of a data protection act is a necessary corollary, what shape and form it shall take remains to be seen. The data belonging to a citizen, we argue, is part of his intangible property, one that can be parted from him based only upon express and informed consent. In a recent study of toddlers and preschoolers, we observed mothers and their children while they read books, watched a prosocial TV program, or played with toys. We found TV viewing suppressed both the amount and quality of mother-child communication. That is, moms made relatively few comments to their children while co-viewing. When they did speak, their comments were often unrelated to what their child said, thereby creating an unproductive exchange that could hinder children's opportunity for learning. Moms who read books to their children, however, not only talked significantly more but also used a very high-quality form of communication that included asking questions, labeling objects, affirming their child, and responding to their child's statements or questions with relevant information.

Programs that show huge wrestlers fighting with each other to excite a screaming public and even seemingly innocuous cartoons like Tom and Jerry where they are seen constantly bashing each other send certain messages to children. Through such violent programs children get the idea that violence is a means to power. Children and are particularly vulnerable to the messages conveyed through television, which influence what they think and how they behave.
