The British government sent the commission to England to decide India’s political future. In the commission, there was no Indian representative. This evoked a sense of anger among the Indians.

  • A nationwide bandh was observed.
  • It was met with demonstrations with banners saying “Simon Go Back”.
  • Mass rallies were held.
  • Lala Lajpat Rai was severely injured in the incident of the lathi charge.

The British government established the Simon Commission in November 1927, two years ahead of schedule, to assess India’s progress toward enacting constitutional reforms.

  • Many Indians fiercely opposed the Commission.
  • Nehru, Gandhi, Jinnah, the Muslim League, and the Indian National Congress opposed it because it had seven British Parliamentarians but no Indians.
  • Dr. B. R. Ambedkar, Periyar E. V. Ramasamy, and Chaudhary Chhotu Ram, however, backed it.
  • The Diarchical system of government was established for British India’s provinces by the Government of India Act 1919.
  • The Government of India Act 1919 provided that a commission would be constituted after ten years to look into developing the governance plan.
  • It proposed fresh reforms in response to the outcry from Indian opinion for a review of this type of government.
