Who Runs the Union Territory?

By BYJU'S Exam Prep

Updated on: November 9th, 2023

The President oversees each union territory through an administrator elected by him. As it has done for Delhi and Puducherry, the Indian Parliament can pass laws to amend the constitution and create a legislature with elected members and a Chief Minister for a union territory. The President can appoint the Governor of a State as the Administrator of a nearby Union Territory. The Governor is expected to act in that office without consulting his Council of Ministers.

Head of Union Territory

Administrators are not the head of state, unlike a governor. The President has the authority to appoint an administrator. The administrator, chief commissioner, or lieutenant governor could be the person in charge.

The Lieutenant Governor is in charge of Delhi, Puducherry, and the Andaman and Nicobar Islands, while the Administrator is in charge of Chandigarh and Lakshadweep.

Union Territory of India

  • The Union Government of India governs the federal territories known as Union Territories (UTs). They are also known as central administration areas.
  • Lieutenant Governors (LGs) are appointed by the Indian President to lead the Union Territories, and the UT administrators are the LGs.
  • UTs were established for a variety of reasons, including being too small to function independently, geographically, economically, and culturally distinct from neighboring states, or economically or politically weak.
  • Because they couldn’t function as separate administrative units for the reasons stated above, they had to be run by the Union Government.
  • Some of them were designated as UTs due to their geographic location or unique status.
  • While the French ruled Puducherry, the Portuguese ruled Daman and Diu.
  • They have a unique culture compared to the States around them, so additional measures may be needed to protect that identity while allowing for efficient governance.
