Who is the Chairperson of Municipal Corporation?

The Chairperson of the Municipal Corporation is the Mayor. However, in most Indian states and territories, the municipal commissioner has executive authority, making the post of mayor mostly ceremonial. The mayor’s office combines a ceremonial duty as the city’s first citizen with the functional role of presiding over the corporation’s meetings. A Deputy Mayor is elected by the Mayor in accordance with the Municipal Corporations Act of 1888, as amended.

The mayor and deputy mayor each have a five-year term in office. Yet, in many Indian states, the job of a Mayor is merely a formality, as the true power lies with the Municipal Commissioner.

In seven states, including Haryana, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, Uttar Pradesh, and Uttarakhand, Mayors are directly elected by the public and, as a result, have the authority to run municipal corporations.

Role of Municipal Corporation

  • A local governance structure that could provide services such as healthcare, housing, education, and transportation by collecting taxes on property and managing funding from the state government was required as a result of India’s growing urbanization and population.
  • The Municipal Corporation runs its many divisions and departments in a systematic manner.
  • As an example, consider the Department of Education, the Housing Board, and the Department of Electricity.
  • People with experience and qualifications oversee each of these departments.
  • The 74th Amendment Act outlines the provisions that allow the constitution of such urban local governance structures and their activities.
