The range of pH scale is from 0 - 14. The range of ph for existing solution will always range between 0 to 14. Any solutions that has pH value less than 7 indicate acidity. On the other hand, any solution that has a pH of greater than 7 will indicate a base. The ph of 7 is often labeled as a neutral solution. Water has a pH of 7 and thus it is a neutral solution. pH is actually a measurement of the relative amount of hydroxyl ions and free hydrogen in the water.

There is a reason why pH outside the conventional is always in teh range of 0-14. This is only possible range for ph because they depend on various possible limitations. These limitation are caused by the instruments added to the solution and the solution itself that may restrict measuring the total pH of such substances. In most cases the range of ph is 0-14 but in an strong acid solution Ph could be less than zero and in highly concentrated basic solutions Ph could be more than 14. These are exception cases.
