What is the Difference between the 73rd and 74th Amendments Act?

The 73rd and 74th Amendments Act was passed in the year 1992. These amendments added Part IX and Part IX-A to the constitution, respectively. Part IX dealt with the provisions related to Panchayats. Part IX contains Articles 243 to 243-O. Part IX-A deals with the Municipalities and contains Articles 243 P – 243 ZG. Part IX and Part IX A provisions are more or less parallel to each other.

Difference Between the 74th & 73rd Amendment Acts

Both, the 73rd and 74th amendments are extremely important to the Indian constitution as well as its populace. These amendments introduced two different working systems in the political institution of India. The 73rd amendment brought the Panchayati Raj System to rural India, while the 74th amendment brought the Municipality system to urban India. 

  • The 73rd Amendment act laid down a three-tier system that shall comprise to be the Panchayati Raj. It made the Gram Sabha the foundational rung of the Panchayat Raj System to perform duties and responsibilities entrusted to it by the State governments. The amendment provides for a three-tier Panchayat Raj System at the village, intermediate, and district levels.
  • The 74th Amendment act gives provisions for the establishment of three types of municipalities in every state- Nagar panchayat, municipal council, municipal corporation.
