What is Downward Filtration Theory?
The downward filtration theory was suggested by Macaulay in his Minutes of 1835. It was a solution to the problem faced by British India in implementing the new education policy. According to the theory, the solution was to impart education to a hand full of people who will spread the knowledge to the masses through. This way the knowledge would be transferred to the favorable person who likes further distribute it to the masses.
