As a component of the program for the development of hill areas, a separate Western Ghats Development program was introduced in 1974–1975.

The National Committee for Development of Backward Areas recommended in 1981 that all mountain areas in the country above 600 m in height not covered by tribal sub-plan should be considered backward hills.

The Hill Area Development Program has the following characteristics:

  • It includes 15 districts, including all of Uttar Pradesh’s hilly regions (currently known as Uttarakhand), Assam’s Mikir Hill and North Cachar Hills, West Bengal’s Darjiling district, and Tamil Nadu’s Nilgiri district.
  • In 1981, the National Committee on the Development of Backward Areas recommended designating all hill areas in the nation with a height of more than 600 meters that are not included in tribal sub-plans as backward hill areas.
  • The programs aim to maximize the use of the hill regions’ natural resources through the development of horticulture, plantation agriculture, animal husbandry, poultry, forestry, and small-scale and village industry.
