HDAP was launched during the Fifth Five-Year Plan. It comprises ten districts, including Uttar Pradesh's hilly regions (including the modern state of Uttarakhand), Assam's Mikir Hill and North Cachar Hills, West Bengal's Darjeeling district, and Tamil Nadu's Nilgiri district. The National Committee for Development of Backward Areas recommended in 1981 that all mountain areas in the country above 600 m in height not covered by tribal sub-plan should be considered backward hills.

  • More job creation activities are needed to overcome selective male migration.
