OBC Creamy Layer Vs Non Creamy Layer - Know the sub categories and their criteria

The full form of OBC stands for Other Backward Classes. The Government of India has classified the Indian population into several castes. This helps those that are educationally or socially disadvantaged. Along with this, the other classifications are General Class, Scheduled Castes and Scheduled Tribes. About 27% of the civil service positions are reserved for the members of this caste, according to a 1992 decision. The OBC lists are separate for state and central purposes. The central list is used for employment in central government service and also for other educational purposes in institutions by the central government. In 1985, a separate Ministry of Welfare was established to implement programs relating to the empowerment of the OBCs.

Eligibility Criteria of OBC sub categories

OBCs are further divided based on the family’s annual income as creamy layer OBC and non-creamy layer OBC. Another point to note is that the income for these layers does not include anything from farming sources.

Creamy Layer of OBC

  • Any family under this category has an annual family income above INR 8 lakh. This means that their income is above INR 8 lakh when added together. They usually get little to no benefits in any government scheme or examination.
  • For example, if your parents were employed by the government and are group A or B officers before they turned 40 years old, they are considered as creamy layer OBC. Otherwise, if their gross annual income is above 8 lakhs, they are also considered as creamy layer OBC.
  • For the OBC Creamy layer, the ones that are not eligible include individuals with parents working under Group A services, Group B and C of the Central government, Group 1 of the State Government, and those with an income that exceeds 8 lakhs.
  • Finally, those who are under BC and MBC castes are not eligible.

Non-Creamy Layer Criteria

  • Any family with an income below INR 8 lakh falls under this layer. They are entitled to benefits in any government scheme or examination.
  • If an individual’s parents are working for the central government under the categories of either Group C or Group D, they fall under this category.
  • If an individual is working for the central government under the group B category, they are eligible to apply for an OBC certificate. However, this is not valid if the individual’s parents are receiving any monetary income from the government such as pensions, etc.
  • If an individual's husband is working under the central government, they are eligible to apply to get an OBC certificate. Again, for this to be possible, her parents should not be receiving any kind of income.
