Yes, India is a union of states. The democratic, secular, and sovereign Republic of India is governed by a parliamentary system. The President is the head of the executive branch of the Union according to the Constitution. The governor acts as the representative of the president and is the chief executive in each state. The structure of the government of the states is very similar to that of the union. The country is divided into 28 states and 8 union territories.
