President Droupadi Murmu conferred with highest civilian honour of Suriname

Why in news: Draupadi Murmu has been awarded Suriname's highest civilian honour - the Grand Order of the Chain of Yellow Star in The Capital Paramaribo of Suriname. He received the honour from The President of the Republic of Suriname, Chandrika Prasad Santokhi President Murmu is the first Indian to receive this award.

 A.Like India, Suriname is also a diverse country where people of different castes, languages and religions live in peace and harmony. Deep historical and cultural linkages provide the foundation for a multifaceted and modern partnership between India and Suriname. She was happy to know that Hindi is widely spoken in Suriname which reminds her of her homeland.

B. Bilateral trade between the two countries is far below potential, there is a need to work together to expand bilateral trade for mutual benefit. In this light, 3 MoUs were signed between the two countries. Two MoUs were signed in the field of health and one in the field of agriculture.

C.The Indian government also announced the supply of essential medicines worth Rs 5.1 crore to Suriname to assist the Caribbean country's flood relief efforts. President Murmu presented a symbolic consignment of medicines to President Santokhi at a function at Rashtrapati Bhavan.

D.The Government of India has provided OCI facility to the 5th and 6th generation of persons of Indian origin in Suriname. This was a long-pending demand of the Indian diaspora there. The President witnessed a number of events around the celebration of the culture of the Indian diaspora in Suriname. 

E.The President will visit the Lalla Rukh Museum, Arya Deokar Temple and Shri Vishnu Temple today. Thereafter, the President will lay a wreath at the memorial of "Gavelen Heldon 1902",

India and Namibia co-chair the 1st Joint Commission of cooperation

Why in news: External Affairs Minister S Jaishankar co-chaired the first India-Namibia Joint Commission with Namibian Foreign Minister Netumbo Nandi-Naditwah in Windhoek.

A.India supported the independence of Namibia and Indian Namibia is taking its rightful place in the group of nations. India-Namibia relations are built on developmental cooperation, capacity building programmes and political solidarity.

B.The Joint Commission will review and assess the progress in India-Namibia relations. This process of high-level visits and continuous dialogue will help in better navigating the India-Namibia partnership in the times to come.

C.He also inaugurated the India-Namibia Centre of Excellence in Information Technology at Windhoek. The centre will contribute to research, cyber security and good governance. The youth of Namibia will also use it as a platform to showcase their talent and creativity.

India Rankings 2023 released, IIT Madras retains its top position in engineering

Why in news: Like previous years, IIT Madras has retained its position as the number 1 college under the overall category for the fifth consecutive year and the best engineering institute for the eighth consecutive year.

  1. The top management college is IIM-Ahmedabad, however, three engineering colleges are under the top 10 B-school category.
  2. Under the best university category, IISc Bangalore has topped the university rankings followed by JNU and Jamia Millia Islamia.
  3. Three private universities have also made it to the list. Meanwhile, AIIMS Delhi too, retains the number one position under the medical colleges category.
  4. Started in 2015, NIRF outlines a methodology to rank educational institutions across the country. The parameters used for ranking broadly cover “Teaching, Learning and Resources,” “Research and Professional Practices,” “Graduation Outcome,” “Outreach and Inclusivity,” and “Perception.”
  5. IIT Madras has also been recognized as an ‘Institution of Eminence’ (IoE) in September 2019 by the Government of India. As an Institute of Eminence, IIT Madras has recently launched 15 Centres of Excellence for undertaking cutting-edge research in next-generation technologies such as Construction, Healthcare and Assistive Technologies, Marine sector, Sports, Cancer Genomics, and Energy, to mention some.

Lavender Festival

Why in news: The charming Bhaderwah valley in Jammu and Kashmir has become a hub of lavender cultivation, earning it the coveted title of Lavender Capital of India. Union Minister Jitendra Singh inaugurated a two-day "Lavender Festival" in the Valley, celebrating the region's success in promoting lavender cultivation and nurturing agri-startups.  

A.Organised by the Council of Scientific and Industrial Research-Indian Institute of Integrative Medicine (CSIR-IIIM), the festival is part of their 'One Week One Laboratory Campaign'. The Lavender Festival showcases the impressive progress achieved in lavender cultivation and its beneficial impact on the surrounding community.

B.Lavender cultivation in Bhaderwah has thrived due to its ideal conditions including favourable land and climate. The region has witnessed the birth of India's purple revolution, where lavender crops have transformed the lives of farmers and opened up new avenues of development. CSIR-IIM has played a key role in supporting farmers in Doda district of Bhaderwah through its CSIR-Aroma Mission. 

C.The mission aims to increase the income of small and marginal farmers and promote the development of agro-based startups. As part of this initiative, CSIR-IIM has distributed more than 30 lakh free lavender saplings to farmers in various districts of Jammu and Kashmir.

D.To facilitate processing of lavender, CSIR-IIIM has set up 50 distillation units at various sites across Jammu and Kashmir. These units play an important role in extracting essential oils and other valuable substances from lavender crops. The rich integration of lavender cultivation by small and marginalized maize farmers in the temperate regions of Jammu has resulted in the emergence of a new industry in the region.

Cyclone Biparajoy

Why in news: According to the IMD's cyclone track forecast, Cyclone Biparjoy is moving northwards towards Pakistan and will not affect the western coast of India.

A.Adding to the current delay in the onset of monsoon over Kerala, a cyclone is set to form in the Arabian Sea on Wednesday. Its intensity, location of formation in the Arabian Sea and subsequent movement are likely to affect the onset of southwest monsoon over Kerala.

B.It is currently located 920 km west-southwest of Goa, 1,120 km south-southwest of Mumbai, 1,160 km south of Porbandar and 1,520 km south of Karachi, Pakistan. According to the cyclone track forecast, it is moving northwards towards Pakistan and will not affect the western coast of India. 

C.The system is very likely to move almost northwards and intensify into a cyclonic storm over east-central Arabian Sea and adjoining southeast Arabian Sea during next 24 hours. Once turned into a storm, the cyclone will be identified as Cyclone Biparjoy, a name given by Bangladesh. In 2021, Cyclone Yaas formed at the time of the onset of monsoon.

D.This will be the second cyclone to form in the north Indian Ocean within three weeks. Cyclone Mocha, which formed in the Bay of Bengal, entered Bangladesh and Myanmar, causing widespread destruction.

E.Even though several favourable factors brought the monsoon to Kerala's doorstep, monsoon winds are yet to gain enough strength, leading to its progress in mainland India, officials at the India Meteorological Department (IMD).

F.Conditions have been favourable for the progress of monsoon over a week now. Satellite imagery has consistently revealed cloud formation and strengthening of monsoon along the Kerala coast.

Important News: Schemes

 New National Cooperation Policy

Why in news:  The formulation of the new National Cooperation Policy will help in realizing the vision of Sahakar se Samriddhi, promoting the cooperative-based economic development model, strengthening cooperative movement in the country and deepening its reach up to the grassroots.

  1. A national level committee was constituted on 2 September under the chairmanship of former minister Suresh Prabhu to formulate the new National Cooperation Policy.
  2. This policy is being prepared to realize the government’s vision of ‘Sahakar Se Prosperity’. Earlier the current National Policy on Cooperation was formulated in 2002.
  3. This Cooperative Policy Document is being prepared with a view to fulfill the mandate given to the new Ministry of Cooperation, which includes strengthening the cooperative movement in the country, deepening its reach at the grassroots level and promoting a cooperative based economic development model.
  4. The Ministry of Cooperatives has been constituted with the objective of providing a separate administrative, legal and policy framework to strengthen the cooperative movement in India. This ministry will work towards realizing the vision of ‘Sahakar Se Samridhi’ (Prosperity through Cooperation). Simultaneously, it will work to streamline processes for ease of doing business for cooperatives and enable the development of multi-state cooperatives.
  5. There are about 8.5 lakh cooperative societies in India, with a member base of about 29 crores. These cooperatives are engaged in various activities like agro-processing, dairying, fisheries, housing, weaving, credit and marketing.

 PM flags off two schemes to revive wetlands, mangroves

Why in news: Union Minister for Environment, Forest and Climate Change Shri Bhupender Yadav launched the 'Save Wetlands Campaign' in the presence of The Chief Minister of Goa.

A.The campaign is structured on a "whole society" approach to wetland conservation, enabling positive actions for wetland conservation at all levels of society and involving all sections of society. Over the next one year, the campaign will include sensitising people about the value of wetlands, increasing the coverage of wetland mitras and building citizen partnerships for wetland conservation.

B.Two publications 'India's Amrit Heritage - India's Ramsar Sites Factbook' and 'Managing Climate Risks in Wetlands – A Practitioner's Guide' were also released on the occasion. Factbook is a one-stop resource of information on our 75 Ramsar sites, including their value, threats they face, and management arrangements. The practitioner's guide on climate risk assessment provides step-wise guidance on assessing site-level climate risks and the integration of adaptation and mitigation responses into a wetland management plan.

C.Highlighted the important role played by wetland ecosystem in securing ecological, economic and climate security. He also mentioned various green initiatives, including Amrit Dharohar, Mishti, PM Pranam, Green Credit and Green Growth. During which the country has developed not only economically but also with ecological balance. He also stressed on the importance of strengthening communication, education, awareness and participation for conservation of wetlands.

D.The site level celebrations were followed by a Regional Advisory Workshop for Revival and Integrated Management of Wetlands in Goa on February 3, 2023, in which 48 delegates from 7 States namely Gujarat, Haryana, Punjab, Goa, Maharashtra, Rajasthan and Uttar Pradesh participated.

E.The workshop, organised under Mission Partnership, is a platform to share wetland management experiences, success stories, best practices as well as challenges. Three roundtable discussions on mainstreaming the LIFE Mission in wetland management, wetland restoration and integrated management and youth engagement and outreach were included in the deliberations.

Why in news: IRDAI has recently released draft guidelines for 'Insurance Carriers (BVs)

A.It seeks to establish a dedicated distribution channel at the level of gram panchayats. The guidelines propose corporate insurance carriers and individual insurance carriers for the distribution channel.

B.The corporate insurance carrier shall be a legal person registered and appointed by the insurer in accordance with the relevant laws. A personal insurance carrier can be any person appointed by an insurer or appointed by a corporate insurance carrier.

C.Both corporate and individual BVs will be authorised to carry out activities such as proposal information, collection of KYC documents and coordination of claims-related services.

D.According to the draft, each insurer will have to provide an alternative mode for payment of premium by prospects or policyholders. The objective of this initiative is to improve the reach and availability of insurance in every nook and corner of the country.

Insurance Regulatory Development Authority of India (IRDAI)

E.IRDAI is the regulatory body responsible for overseeing and regulating the insurance industry in India. It was established to promote and regulate the insurance sector in India. 

F.It was established on April 1, 2000 under the provisions of the Insurance Regulatory and Development Authority Act, 1999. The primary role of IRDAI is to regulate and promote the insurance industry in India.
