हम आपदाओं के दौर में जी रहे हैं। यह सच है कि इन आपदाओं को रोक पाना न तो इंसान के बस में है, ना मशीनों के। आपदाएं मानव निर्मित हो या प्राकृतिक जिंदगी में गहरा दर्द छोड़ जाती हैं। ज्यादातर आपदाएं भौतिक नुकसान (अर्थव्यवस्था, भवन, संपत्ति, सामाजिक व सांस्कृतिक ) तो पहुंचती ही हैं, लाखों जाने ले लेती हैं । प्रचलित प्राकृतिक आपदाओं में तूफान, बाढ़, बादल का फटना, भूकंप, सुनामी, आग लगना आदि है जो मिनट में मनुष्य के जीवन और संपत्ति को तबाह कर देते हैं। यदि हमने इन आपदाओं का समुचित प्रबंध में नियंत्रण नहीं किया तो स्थिति भयावह होगी।

यदि हम प्राकृतिक आपदाओं की बात करें तो आपदाओं से ज्यादा इस के समुचित प्रबंधन पर चर्चा करनी जरूरी है। वर्ष 2001 में जब भीषण भूकंप आया था तब सरकार ने घोषणा की थी कि देश में आपदा प्रबंधन को विश्वस्तरीय बनाया जाएगा। आज 11 वर्षों बाद भी यदि यहां के आपदा प्रबंधन की तैयारियों को देखें तो कोई खास बदलाव नहीं दिखेगा। जिसे वर्ष 2005 में जब भारत के दक्षिण - पश्चिमी तटबंधीय इलाके में सुनामी लहरों ने कहर बरपाया था।

तब आपदा के बाद स्थिति को संभालने में हुए विलम्ब और लंबे समय तक आपदा - ग्रस्त लोगों की सार्वजनिक परेशानी से समझा जा सकता है कि हमारा आपदा प्रबंधन कितना मजबूत है। वर्ष 1991 में उत्तरकाशी में आए भूकम्प के बाद से ही देश में एक मुकम्मल आपदा प्रबंधन नीति की मांग होती रही है। इस दिशा में यदि सरकार और स्वयंसेवी संगठनों की ओर से संयुक्त प्रयास हो तो गति आ सकती है और जापान तथा अमेरिका की तर्ज पर भारत में भी एक मुकम्मल और प्रभावी आपदा प्रबंधन व्यवस्था बनाई जा सकती है।

बेहतर आपदा प्रबंधन के लिए हमें 2 शब्दों को बराबर ध्यान में रखना चाहिए, ये है जानकारी और बचाव। किसी भी आपदा या आकस्मिकता से बचाव में 'जानकारी' अहम भूमिका निभा सकती है। जानकारी यानी आपदाएं क्या है? कितने प्रकार की होती हैं? कैसे आती है? कब आती है? किस तरह का नुकसान करती है? एक प्रभावी आपदा प्रबंधन व्यवस्था के लिए जरूरी है कि वैश्विक एवं देश के स्तर पर आपदा सम्बन्धी स्थिति, सूचनाएं एवं भविष्यवाणियों की समीक्षा कर ली जाए।

इस कड़ी में सबसे बेहतर और जरूरी होगा यूएनडीपी (संयुक्त राष्ट्र विकास कार्यक्रम) की वार्षिक रिपोर्ट वर्ष 2011 पर गौर करना। वर्ष 2011 के मानव विकास रिपोर्ट कथित तौर पर टिकाऊ एवं न्याय संगत विकास पर केंद्रित है। इस रिपोर्ट में यह बात पर ध्यान दिया गया है कि नित्य हो रही पर्यावरण के नुकसान से दुनिया के वंचित एवं निर्धन लोगों की परेशानियां और बढ़ी है।

Why does a person become overconfident? The reason lies in over assessment of his capabilities. Sometimes people over assess their competence and jump into situations that are beyond their control. Napoleon Bonaparte who became Emperor of France would say that the word ‘impossible’ was common only amongst fools. The overconfident Napoleon invaded Russia in the winter of 1812. This proved to be a big disaster.

Overconfidence generally leads people into misadventures, endangering their chances in life. It is wisely said that any achievement is a result of two factors- one’s personal planning and support from the external world. People take into account only their planning, generally ignoring external factors. As a result they are unable to foresee future developments. Hence, a great risk of failure.

Then there is the question: how can one manage overconfidence? The formula is very simple. Before taking a decision discuss the matter with other informed people with an objective mind and when it is proved that you are about to go off the path, accept reality and say without delay, “I was wrong”.

Overconfidence is a flaw characterizing among people who lack the virtue of modesty. Modesty makes you a realist; you become a person who is cut down to size. People of this kind become very cautious; before taking an action they assess the whole situation. They adopt a realistic approach.

Overconfident people live within their own thoughts. They know themselves but they are unaware of others. Living inside their own cell they are unable to make use of the experiences of others. This kind of habit is highly damaging to all concerned. There is a saying that the young man sees the rule and the old man sees the exception, with a slight change, I would like to say that the overconfident person sees the rule and the confident person sees the exception. Overconfident people are always at risk. It is said that taking risk is good but it must be well calculated otherwise it becomes very dangerous.

The white tiger is an offspring of Bengal tiger, which has the necessary gene for white coloring. It has beautiful black stripes on a white coat. This species of animal has blue eyes and a pink nose. A pure white tiger is totally white without any stripe, which is due to the presence of double recessive allele in the genetic code. It happens only in the Bengal tiger subspecies, and only one in 10,000 births can have it naturally. White tigers are rarely seen in the wild, and only twelve of them have been spotted in India since last one-hundred years. Tigers have a life-span of 10-15 years. They are solitary animals, and are fond of hunting at night. Their diet consists of any animals that they can catch, and can eat up to 40 pounds of meat at one time. After such a big meal, they usually remain away for several days from food.

They are slow runners, but good swimmers. They are poor climbers and cannot climb a tree easily. They live in an area ranging from 10 to 30 square miles depending upon the availability of prey, water and shelter. Habitat loss, poaching and expansion of human population have together contributed to their becoming endangered. They are widely hunted for their body-parts, which are used in traditional Chinese medicines. Genetic inbreeding is another reason for their endangerment. Due to shortage in their number, this species of animal has been subjected to inbreeding. It has resulted in high mortality rates and severe disabilities. About 80 percent of the white tiger cubs are born with serious birth-defects related to inbreeding, and they soon die-off.

The critical condition of this animal has attracted the attention of conservationists worldwide. World Wildlife Federation (WWF), defenders of wildlife, and many other wildlife organizations are working with the support of the government for the cause of protecting them from becoming extinct. Once they become extinct, it will not be possible to bring them back to life.
