The Union Public Service Commission (UPSC) has been authorized to conduct the pan-India EPFO recruitment test for Enforcement Officer/Accounts Officer posts. The posts offered are Permanent, Group' B', Non-Ministerial. This year, the organization has notified the 421 vacancies for the recruitment of Enforcement Officer (EO)/Accounts Officer (AO).

UPSC EPFO EO/AO Job Role and Responsibilities

Many aspirants believe that the EO/AO are separate posts, and the specific cut-off is needed to grab the respective posts. But in reality, it is not so! There is no specific cut off required to get the respective service. It is true for departmental exams; through the departmental promotions, the officer trainees are mostly made an EO. But some are also designated as the Accounts Officer.

  • The direct recruits (selected through UPSC EPFO) are initially appointed as Accounts Officers for one to one-half years and trained as well as made aware about the work culture and departmental functionalities. It is in this period, the officers are exposed to the working structure of the department as well as the existing govt norms and gradually appointed as an enforcement officer, where one needs to work in the field. Unless one understands the office culture and EPFO ACT 1952, it becomes difficult for an EO to implement the law. Therefore, training is provided, and officers are regarded as Accounts Officer.
  • Consequently, it can be said that AOs are appointed in the 'Zonal office', and the EOs are allotted to serve in a 'Regional Office'.

UPSC EPFO EO/AO Work Profile

When an officer is made in-charge of the field area, he/she needs to tackle the issues of that allotted area. The EOs are responsible for enforcing various Govt Acts. Some of the roles and responsibilities include:

  • Enforcement of EPFO ACT 1952 in the assigned territory. An EO ensures that none of the establishment is left un-implemented that are not covered under the EPFO Act, 1952.
  • Work responsibilities are 24X7, hence no fix timings. One day in a week is designated for the EO, and accordingly, he/she allotted to take up the queries of the area in the office. For the rest of the days, fieldwork is done by them.
  • EO ensures that none of the Companies in the allotted area is not violating the labour law norms such as employees are covered under the establishment deposits provident fund, insurance after death etc. To an EO around 1-2 districts are included in an allotted area, depending on the office setup.
  • EO ensures that every establishment deposit PF regularly and filed return timely.
  • EO has the sole power to lodge FIR against default establishments under IPC section 406, 409, CrPC 110 (local magistrates impose penalties). EO enforces the PF law in all eligible establishments in an area.
  • EO resolves all PF issues between employee and employer as death claim insurance, pension after retirement, partial and full PF withdrawal, and any grievances related to PF department, as per inspection report.
  • If any violation, it is the responsibility of the officer to report the matter.
  • An EO is an authorized person to communicate between Employee, Employer and PF Department. Mostly EO works from the local area other than the field area.

What are the powers given under Section 13 of the EPFO Act, 1952?

  • Under this section, the EO is empowered as an inspector for search and cease.
  • He/she entitled to carry out inspections and in case of default or deviance is the authority to recommend 7A quasi-judicial proceeding Act as prosecution officer (in case of non-compliance) and as an Assistant Prosecution Officer in civil courts. Also, as an Assistant recovery officer in a matter of recovery.
  • EPFO can create a temporary jail for non-compliant persons, mostly referred to in local prison. MNCs, PSUs as well as exempted firms in an area, are covered under the EO.

Note: From 2014, a new inspection policy has been imposed, under this central labour ministry has created a "Shram Suvidha" portal. Under this, all the EO in pan-India, have been granted a separate unique id by the Ministry. On this portal, the Central Intelligence Unit (CIU) allots the officers the public grievances and records is maintained for the address. In this manner, the portal ensures transparency. Whatever is assigned, it is through the centre only. However, the powers to the EO are granted by the State govt and also notified by them. For example, in 2019, the UP govt had notified EO as an Inspector. Sometimes, they are given duties as "Sector Magistrate" during elections.
